“The online site DataBreaches.net helped 11 News capture some of the exposed material, which revealed Kairos posted multipage reports about juvenile offenders that included a spreadsheet listing juveniles' names, dates of birth, charges and arrests, as well as case outcomes and notes. Under Maryland law, all of it is confidential information. “
